Implement Focus and Energy Focus

I'm thinking of introducing two new feats.

Implement Focus:
Choose a specific implement such as wand or staff. You gain a +1 feat bonus to damage rolls with your chosen implement. At 11th level, this bonus increases to +2. At 21st level, it increases to +3.

Energy Focus:
Select an energy type from acid, cold, fire, force, lightning, necrotic, poison, psychic, or thunder. You gain a +2 bonus to damage rolls when using implement attack powers with this energy type.

So first level human wizard with Energy Focus (Fire), and Implement Focus would add +3 to damage rolls with Scorching burst. Is this too much?

Should I include radiant in the list for Energy Focus?

Is there anything I should exclude from the list?

Should I allow Energy Focus to be selected multiple times, once for each energy type? (I don't like this because of multiple element powers, but maybe there is a solution around that)

Should Energy Focus be a tier scaling bonus? (1/2/3 or 2/3/4)

My design purpose for Energy Focus is to give implement users something that's the equivalent of superior weapons for weapon users (and I like the fluff aspect of focusing on an element). If you have any better ideas to acieve this, I'd like to hear those too.

With regards to energy focus... there are already feats which allow two energy sources a feat bonus to damage rolls
They have a form something like below...
Prerequisites: Int 13, Wis 13
Benefit: You gain a +1 feat bonus to damage rolls when you use a power that has the X or Y keyword. At 11th level and 21st level, it increases to +2 and +3 respectively.

I know, I don't like them because weapon focus supercedes any of those feats, and since everyone can use a weapon as an implement now, those feats are almost obsolete. That's why I wanted a non-typed, and possibly non-scaling bonus to a single energy, to both add a bit of fluffy flair to a character, and a good mechanical benefit, if someone wants to focus on an energy type.

Anyone "might" ... those feats stack with the ordinary magical implement enhancement bonus? is the weapon bonus treated as a feat bonus because you start getting it because of a feat? or isn't it still just an enhancement bonus? I'm asking dont have the wording in front of me.
 

I forget who off the top of me head, but a couple of people suggested two similar feats a while back that I nabbed for my own campaign. Weapon Focus is a +1/2/3 per tier feat bonus to damage, so I introduced Implement Focus and Energy Focus as non-prerequisite mirrors to that, feat bonus and all. It works out nicely, and the Cleric in my campaign already took one of them.

EDIT: I think it was Nifft and Plane Sailing that suggested these feats, though I can't remember who suggested which.

With the energy focus feat it might be nice to give them "high crit" like the weapon property. weapons are better than magic they get (versatile (+1 damage), can use two of them (+1 damage), reach, can be thrown, and can have very high damage dice. Magic is stuck with whatever damage die a spell is often low d6 or d8 (when most heavy hitting weapons are higher). Magic just kinda sucks.

I also totally agree that those emerad fire etc feats are garbage. How about giving them +1/+2/+3 just like weapon focus and drop the stat requirements.

I thought about high crit and brutal, but I'm fine with those properties remaining in the weapon realm. They're just different ways of increasing damage, which was my goal with Energy Focus. I just can't seem to come up with something more colorful, yet still simple to execute.
