Yes. Because you need a free hand to use a Consumable power.

If you have a third hand, however, that is a different story, depending on the rules for that third hand.

Dracosuave sounds snarky, but mage hand *is* a wizard's third hand, and if you want to carry around reagants in it, feel free.

Still need a real hand to apply them. Mage hands are well errrr handy, but they are still not your hands.

In any case you guys haven't even scratched the surface of the giant rules pit that is dual implement wielding. Consider how it gets much more interesting when you start talking about weaplements. TWD and TWF, as well as various other feat benefits, can be kicked in on top of the pure implement stuff.

And now with AV2 we have crazy stuff like arcane holy symbols and whatnot. I haven't even begun to work out what sorts of loopholes some of that stuff opens up.
