Does phasing provoke?

It says in the phasing power that you can move through objects and other creatures, but doesn't say if this provokes or not.

it's still movement. phasing only changes where you can move to and through.

In other words, there is no exception to the normal rules for provoking an OA, so those rules still apply.

Personally my monsters phase right through characters without OA and the players haven't even thought of trying to do an OA.

If you haven't told them they most certainly will believe they are unable to.

Yeah, they definitely get OAs by RAW. I could see where there might be some phasing creatures that should deserve to avoid OAs, but I doubt all of them do...

Yeah, I know, but they are familiar with the general rule and it is less than obvious that phasing should provoke OA from a logical point of view. Since they don't claim the OA, they are basically agreing with the houserule that phasing moves don't provoke.

It is not like they don't bicker about other stuff that is illogical.

By the same logic, however, the PC's shouldn't even be able to hit the phasing creatures with their weapons. I don't understand the disconnect with OA's.
