So, the feat "Wild Elf Luck" (from the FR Player's Guide) grants a +1d4 Bonus on your elven accuracy re-roll. "Elven Precision" (From the PHB) grants a +2 bonus on your re-roll.

Since they're both bonuses, that would mean they stack, right? Does this mean I could, for the price of two feats, get a 1d4+2 bonus on my elven accuracy re-roll? Seems pretty damn nifty.

Would they both be considered bonuses from the same source?

What is the wording of said feat? I am inclined to think that it would grant you either +2 or 1d4, whichever is better.
 


Both are flat "bonuses" - there is no "feat bonus" or anything like that. And they come from two seperate sources (different feats).

Elven Precision: When you use the elven accuracy power, you gain a +2 bonus to the new attack roll.

Wild Elf Luck: When you use your elven accuracy power, you gain a +1d4 bonus to the re-roll.

Special: You cannot take this feat if you have the Wood Elf Agility feat.
 



To get the "almost guaranteed" hit (and it actually adds 4.5 on average to a reroll so you'll average 14 but get below 10 almost 1 in 4) you expend an encounter power and have 2 feats invested that only have an effect when you use the power.

I don't see it as overpowered

I actually see the source of the bonus as being from the elven accuracy racial power, and not from the feat.

So elven accuracy can be interpreted as granting 2 bonuses - +2 and +1d4. Would they stack or overlap? I am inclined to say the latter.
 

both are "untyped" bonuses, they stack.

they are not "elven accuracy bonuses". they have a prereq. of having the ability of elven accuracy.

otherwise, weapon expertise and weapon focus could be considered "weapon bonuses" ... therefore pick +1 damage / tier ... or +1 hit (+2/+3) as they need a weapon to be used.

If these feats were bonuses from Elven Accuracy, then:

Weapon Expertise, which gives you a bonus to attack -when you use a weapon power with that weapon- would be a 'bonus from the weapon' as its source.

That would mean that weapon would be giving you two bonuses, it's proficiency bonus, and the Expertise bonus. Because both would be the same source, only one would apply.

You can see how this means a feat that gives you a conditional bonus 'When you do X' cannot mean that X is the source of the bonus.
