I believe it's allowed to have both bracers and the shield at the same time. But only one can be active at any one time (since they take the same magic item slot. I guess you could say the same for the armors? Except of course putting on armor is much harder then strapping on a shield.
Not the case, as I detailed elsewhere:
tl;dr version—You can wear and benefit from one magical arm slot, head slot, feet slot, neck slot, waist slot, and hands slot item, and 2 rings. You can wear one set of armor (magical or not) and use up to two weapons/implements. You can benefit from a non-magical shield and magical bracers but not magical versions of both.

The section of the Player's Guide on the wiki that details retirement does not actually say when a PC may be retired. Is there any kind of limiting factor on that?

Like anything else, if it's mid-adventure, then it is up to the DM. Prolly not a good idea mid-combat.

I'm just double checking, my 4th level character has 5250 XP and to reach 5th level he would have to trade in 2 RP for 350 XP. Is this correct?

I have a question about opportunity actions. In 4ED there are turns and rounds as I understand it. Each player and enemy gets a single turn within a given round of combat. So if multiple enemies provoke opportunity actions from a given character, the character should get an opportunity action against each of them since they act separately on each of their turns. Does this sound correct, or did they change it at some point?

Yes if say you were totally surrounded, if all the enemies move away without shifting you can hit them all with an opportunity action. I realized this in one of my early L4W games when I had 4-5 zombie minions march past the spirit companion after failing to hurt it (pre-MM3 damage) and they almost all died on the OA's.

So, looking at the tavern (5/11 Strikers) and the incoming PCs (3 more strikers) I think I'm going to put my assassin on the back burner.

That said, I've been itching to try a Tiefling or Genasi summoner. I've got a few questions in that regard.

1. Has anyone actually played a Summoner? I know their general version of control is putting a big target on the field and causing the enemies to focus fire.

2. Do Item Daily powers with an attack roll count as daily attacks for aberrant marks? I'm 99% sure this is a no.

3. Is a character from the Demon Wastes who summons demons to do lay waste to their enemies even going to survive a trip into the Shard? He(She?)'s not evil, but they're still demons...

Note: I'm a fickle being. I've got a span of time between now and whenever it's reasonable to retire Din from his adventure. I have no idea how long that span is. I'll probably come up with an other 17 concepts between now and then. I have, however, wanted to try a summoner for a while.

Well I imagine a Hellsing (the anime, not the original source) style character using demons to fight demons could be a viable option. Could style it to be a silver flame exorcist who absorbs the demons into his body.

Mythra is a summoner. The only problem with the theme is that the only summons are daily powers, the other more conjuration powers are a bit weak. So I just used other powers for his at will/encounter.

Actually you might want to wait foo heroes of shadow. The new mage builds get necromancy/shadow pets which might fit a summoner better.

I've heard that the Sentinel using old-school Druid summoning dailies has a strong summoner feel, with the advantage of always having a companion of some sort rather than having to rely on the dailies to be up. Some reflavoring would be required, though, to get the demonic flavor back.
