Dwarves can grab a heroic tier feat to get their speed up to 6 (which makes you faster than or as fast as most people in heavy armor). Since you aren't human or half-elf, you can't grab a ranged at-will easily, but you can multiclass for an at-will to use at least once per encounter.
You could also invest in alchemical items to use as desperation ranged attack powers, their attack bonuses are fixed, so it doesn't matter what your stats are. It's annoying to not have a ranged attack, but the warpriests (in fact most non-controller E classes) are meant to be melee. You can up your speed (+1 via a feat, +1 via an item, although the ones that work in heavy armor are a bit higher on the food chain). And you do have daily options which can be for the one encounter where NONE of the enemies are something you can get to, which should be a relatively rare occurance.
Also, if you are level 11, you could grab a cleric paragon path to at least get a ranged attack for your level 11 encounter. Also, you can go with Reserve Maneuver at level 11, and then you can pick one of the other encounter powers from the cleric and use it instead of one of your normal encounter powers, so that you have at least on ranged encounter power.
