Can the Vampire Class make new vampires?

I don't have access to my books, and I only glanced through the Vamp class.

Can it make new vampires? Spawn minions, etc?

No, there's no Vampire class stuff to do that. The Vryloka has a power that lets him resurrect a dead companion and if the other character is human and WANTS to become a Vryloka and the DM says 'yes', then you can make someone semi-bitey. I suppose presumably this might work on an NPC as well, though it isn't exactly a vampire and isn't under anyone's control.

Necro/Nether mancers can summon a helper that is kinda whatever you want it to be I suppose, so that might work. Seems to me in the right group I'd just say "hey, you're epic, you can make lesser vampires, have fun..."

You're right; it is jarring. But you don't need specific class rules for it; that is the beauty of the "Hard Rules / Loose Fiction" thing that goes on in D&D. The rules are there to determine what is balanced in small encounter play; greater worldbuilding aspects, though, are something else entirely.

Rules for companions have been left out generally if they are not class features meant to be built around your character. That doesn't mean you druid can't have animal companions out the wazoo, your vampire can't make spawn, your wizard doesn't have a dozen poorly paid apprentices scribing their lives away in order to get a glimpse of her spellbook, or your fighter can't have his own Lightning Strike team of dragonborn mounted on rage drakes. Just that, these aren't class features. They are roleplaying and worldbuilding aspects best left to individually work with the DM.

Honestly I think it would be superneat for a vampire to bring back a companion, but forcing them to retrain one of their feats in to that vampire multiclass one. It would also be neat for a vampire to have spawn once he gets strong enough to have a lair.

Although, I do have to say; PC vampires aren't the same as monster vampires because their skillset is different. They are newer, or weaker, and they spend their time developing adventuring skills instead of the skills of a vampire lord. Although, Vampire Lord might make an interesting Epic Destiny.

I don't think it would hurt to let 11th level Vampire Lord PCs spawn 4th level vampire spawn minions...

The Vryloka ability was created just for that reason, so you could have an Anne Rice/V:tM "embracing".

I wouldn't mind a daily ability that turned an enemy you killed into a minion (even if temporary).
