Extended Summon Monster VII was the highest level spell we've seen him cast. So he's probably 15th or 16th level (presumably if he could throw 9th level spells, he would have used them at the Battle of Azure City, especially in the throne room battle).
While the typical resistance fighter was probably a 1st level Commoner or Warrior, and IIRC they had a few low-level Clerics, none of those would survive even a couple of rounds against a mid-teens level Cleric. Thanh's team is most of the higher-level members of the Resistance.
Since he's there alone, it does make me wonder if he's planning some kind of double-cross with the phylactery. He still needs Xykon for the "plan" but swapping out the phylactery for a decoy to give to Xykon, while keeping the actual one could be a way for him to throw the lich "under the bus" when he's no longer useful to his plan.
Though, he could be trying to run a fast one on Xykon. Though he may not have realized that *he* is expendable to Xykon, since Xykon has his own pet divine caster who worships the ground he walks on, and will happily run the ritual without needing to be placated. That may turn out very badly for Redcloak.

Summon monster, or planar ally? The latter is available to clerics and is generally a better bet!
The spell he cast was explicitly said in dialogue to be Extended Summon Monster VII in Comic 451: Giant In the Playground Games
From the look of it, in that strip he summoned a Fiendish Mammoth, which while not on the standard list, would be equivalent to Celestial Elephant which is on the standard list.
Sadly, we don't know the level of his Titanium, Chlorine or Osmium elementals.
In our world osmium is $400/oz. I wouldn't call a huge elemental made out of it cheap.
