Generally speaking, I'm letting people make PCs in much the same way as you would in a typical Fantasy HERO game- if you can think of it, and you have the build points for it, you can do it.
The campaign-specific rules will affect that, of course.
As for owning the cards, well...not too much of an issue there, since most of the guys in the group are M:tG tournament vets. But I'm not going to require they have them- I'm not even restricting them to actual M:tG cards. I will just restrict new spells to using mana appropriate to the setting's overall rules. IOW, if someone makes a necromatic type spell not reflected by an actual card, it will have to use Black mana.
Artifacts will be worn or carried, much as you'd expect. As per usual in FantHERO, using something short-term doesn't cost points, but holding onto it for use does. So something like the Sol Ring wouldn't cost a PC build points unless he decided to actually add it to his inventory of gear.
