[sblock=Judge's input]Tirgas commands his animal with handle animal. He is +9 with Topaz, so it is an automatic for the tricks the animal knows. (Attack, Come, Down, Track) So, the snake can attack the swarm, taking what movement the snake thinks is appropriate to go attack what master pointed at. With an INT 1, it will go straight forward to attack. It will not attempt flanking maneuvers. Come would be return to master. Down would be stop attacking and stay in the same place.
Tirgas gets a full set of actions. Kick/Stomp is an unarmed strike. 1d3 non-lethal damage and although it normally provokes, it does not with a swarm. the GM has to count lethal and non-lethal damage separately. Unconscious from non-lethal damage disperses a swarm. So, lethal + non-lethal damage combined greater than or equal to the swarm's HP disperses it.
Since Tirgas can "delay" until Topaz has acted according to his orders, he can move into the space vacated by the snake easily. The other option would be squeezing in the square, incurring a -4 penalty to attacks. This case, he is splitting his actions, stomp before, 5' step after Topaz's actions.
Result if I read the map right.

Topaz moves towards rats and attacks. Full damage because bite is P/S/B.
Tigas then 5' steps the other diagonal behind Topaz creating a hole for someone to step up.
