You didn't have zero choices during chargen in the old days. You had plenty of choices. And the difference is that you made them, rather than having them made for you. You chose what to do with your stats (whether arranging your rolls, modifying stats in Basic, point buy for those who want it, etc), your race, your class, your gear, your name and background, etc.

In the old Basic Sets race and class were folded in one. This amounts to selecting the pre-gen you want to run.

Name and background are purely roleplaying decisions. Arranging the rolls was - if present as option at all; I don't know by heart - an optional rule.

That leaves us with modifying stats and picking gear. Modifying stats was mostly necessary because of the random way of stat generation. With the pre-gens hopefully having sensible stats, it isn't needed anymore. A nice touch, sure, but not needed.

So picking gear remains as uncontested difference.

To be clear, I'd love for the basic set to contain rules for character creation. They are needed as soon as the first characters bit the dust. But I really can't see their oimission from the printed set to be a decisive factor.

They're needed well before that if you've got more than 5 players...

The text is:

"Approx 15% of the D&D Player's Handbook will be free on WotC site to cover the basics of building characters for those getting Starter Sets. [EDIT: thalmin mentioned the rules will be for BASIC characters (emphasis from the WotC rep)]"

I also think there will be an app.

As long as it is in a format that can be printed for easy transport, this satisfies me almost entirely. I'd rather it come in the box, but...

Now to turn it into a nice, printed book(let).

...this will be easy enough, cheap, and probably not cost more than it would raise the price of the Starter Set.

And I'm fine with it only letting you generate basic characters; I am totally down with waiting for the full book for the full suite of options to be available.
