Basically, it's designed for touchscreens. That's fine, but don't expect it to be much fun to use on a PC.

Got my invite a couple nights ago. Only spent about an hour with it. Found many bugs, all of them reported already, so just upvoted them.
Initial reaction, for me, is not good. I don't care for the layout. The lack of description for some things is odd. Lack of visual queues in some places make creation really difficult.
I've got Sunday and Monday off of work, and plan to play with it some more, hopefully it's not as bad as it seemed when trying it at 1am the other night. I hope it works out well.
While I wasn't a fan of the price of WotC's tools, I found the layout and usability worked great for me.

The web version is even worse on a touch screen tablet than on a pc.

Not liking all the clicking around to get to everything. Instead of having all the races on one page that can be scrolled to you have to click through multiple pages. This would work bett on a tablet if it has smooth swiping, but I hate when webpages require more pages then necessary (like when you are reading an article and you have to go to a new page every few paragraphs).
Really? So ... that means ... *groan*
Why would you be using the web version on a pad instead of the native ios or android app?
I would say anyone reviewing the product based on an early beta of limited functionality (and the web beta is very early and very limited) is making a mistake.

Yeah, thats definitely something to keep in mind. It's a beta not a finished product, so everyone put your knives away for the moment. Save up your choicest mean comments for when it goes live!

Had a beta for a while. Tried it. It failed to really make an impression.
Yup, it's a character builder. Buggy and lacking in features. Can't assign magic weapons to a character and having trouble changing gear. A lot of small usability problems.
Not ready for Prime Time. Several months before it's decent at the least.
