D&D 5E Rarity and Creating Scrolls

Magic scrolls are given rarity values based on their spell level. Should they really be as expensive and hard to produce as wonderous items of the same rarity, given they're single-use items?

Maybe, though the assumption would be that magic items, including scrolls, are given a rarity based on their ability. So a wonderous item would presumably have a less powerful effect than a single use scroll of the same rarity.

If the rarity of the scroll is the same as for a similar type of wonderous item, then absolutely not! If its lower, then ok.
 


If you think the scrolls take a while to make just take a look at the potions. It takes 5 years to make a potion of invisibility, which is a second level spell.

Nope; consumable items are half the price. Can't cite the page number right this moment, but I'm quite sure it's in there. That's why the potion of healing is only 50gp, for example.

I asked Jeremy Crawford this same question. Here's his answer.

Me: Under selling magic items consumables are half the costs of permanent ones. Does that go for the crafting of them as well.
Jeremy: It's up to the DM, but I would cut the crafting cost of most consumables in half.
