Magic scrolls are given rarity values based on their spell level. Should they really be as expensive and hard to produce as wonderous items of the same rarity, given they're single-use items?

Nope; consumable items are half the price. Can't cite the page number right this moment, but I'm quite sure it's in there. That's why the potion of healing is only 50gp, for example.
