Some campaigns/dms just don't facilitate short rests.. Personally, warlock feels almost unplayable if you don't have some other way to sneak spells in.

I give Short Rests in appropriate areas.

Characters can benefit from 3-4 Short Rests depending on the difficulty I am going for.
 

Depends on what type of power, if it's the kind of thing that I would get back after taking a breather then I would prefer it to be 1/short rest. If it's something a bit more abstract or that I might do several times back to back then I prefer it to be on a long rest recharge.

My answer's same in both, anyway - 1 per short rest. There are very few times where you can't control a short rest - stuck in a high-traffic dungeon is one, being on a countdown is another.
 

1 time per short rest means really once per fight. 3 times per long rest means you can theoretically use all three back to back in a single fight and then not use it again the rest of the day.

So it would come down to what was the ability itself that would determine which way it should go. If it is one that you could use three times in a row in a single fight and that makes sense in the narrative, then the 3/day is fine. But if it something that really feels as though you should need to take a breather after every time you use it... then the 1 per short rest seems the more appropriate way to go.
 

3/day easy. I don't believe we've ever had a day with more than one short rest in it, and the number of days with short rests falls off dramatically after about level 7.

Can and do is kinda the catch point. Most situations I see my heroes caught in end up being a chain of bad events. When you break it down to the idea you HAVE to have 3 short rests on average for it to equal the uses per day, combined with even in that ideal situation, you would still be unable to use the ability more than once/encounter It really seems no brainer to go with 3/day. The number of times you would actually get 4 short rests between long ones AND use your ability every single encounter seems somewhat rare.

Problem is that short rest is not that short.

In 4E short rest was short. 5mins is a breather. 1hr is a breather, a meal, a shower and a 15 min power nap also.

If you can get 1hr out of danger in 90% chances you can get 8hrs out of danger. So why not take the best possible rest option.

5min breaks were used even in medieval battles with front line rotation as no one could fight for more than few minutes at a time without some rest.

Cut down little on short rest power curve and make it 5min long and there will be room for it.
 

As a DM, 3/short rest. I work 2 short rests per day into my adventures and I'm sorely tempted to switch everyone to Spell Points/3 and make them recharge on a short rest.

As a player, 3/long rest means I can nova.
