Except Fight is confirmed to have three, Cavalier, Samuria and Arcane Archer.

So maybe he meant minimum of two, or maybe he miscounted.
Wizard is confirmed to have one, the rest are minimum of two: which means either Fighter gets four, or another class will have three, from the 25 new subclasses.

I'm a little confused; how is 2/rest any more or less arbitrary than 1/rest or (1+Int)/rest? I feel like there's a design principle you're holding to that isn't clear to me.

The idea is that 1+Int per rest does two things: Scales with character growth (INT increase) and provides incentive to raise the secondary stat, causing players to make choices in level advancement. Yes, the Arrow DCs also tie to Int, but this would provide even more incentive to forego feats early in favor of INT increases.
