So, Nathan Stewart does these fireside chats on twitch. He did one today:

https://www.twitch.tv/videos/205845329

At about the 28:10 mark he promises that WotC will do 'something' with new settings in 2018, 'either on DM's Guild or officially published'. He says there will be 'movement' on that front in 2018.

It's a vague statement, as you'd expect. I'm assuming by 'new' he means an existing setting that isn't FR, though he doesn't say that explicitly. Could just be opening stuff up on DM's Guild.

But it's something!

Well we have four products coming out, and we know that they've recently tested a :):):):) ton of tiefling subraces, planar elves (Eladrin and Shadar-Kai and Gurgarch, Avariel and Sea Elves could correspond to planes of air and water respectively) Phoenix and Stone sorcerers will apparently make an eventual return (again, elemental planes), Gith... No question, we're getting a planescape supplement and planescape material approved for DMs Guild.

I hope we get a March of the Modrons adventure to with it as well, it's my favorite foreshadowed plot point in 5e.

Possibly a Planescape supplement...that would make me happy.

I'm actually leaning toward Dark Sun, especially after Mike Mearl's tweets about the Mystic and how he's going over the Dark Sun source material.

I suppose it's a matter of how much lead time they use. We know that WotC plans way in advance. Mearls tweets about Dark Sun read like he'd messed around with it over a weekend-- which sounds like a starting point rather than something that is deep in progress.

That said, they playtested subclasses and such less than a year before Xanathar's hit shelves, so perhaps it's early enough. Especially, I suppose, if Dark Sun options are a subsection of some larger world/planar guide.

Who knows! But it's intriguing.

By "new", does he mean a completely new setting or just "new to 5e?"

He doesn't say. But I really think he's referring to existing settings other than FR. He's been asked about supporting other settings in other chats and responds that they are working on it. So I would be very surprised if he meant a brand new setting.

In part, I think he used the word 'new' because the question he was asked used that term

Well, that was fun

I don’t think you’d refer to a clearly old setting as new. As in the exact opposite of what it was. If he said new, I’m sure he meant new.

I see what you're saying. But I got the impression he meant new to 5e. It was a quick answer, and so I didn't think he was being careful with the wording. That said, it's why I just quoted what he said. That interpretation is definitely just mine.
