Obviously there’s huge variety available, so do whatever sounds fun. I think the greatest determining factor will be what storm god they worship. Followers of Kord from the Forgotten Realms are very different from followers of the Stormfather from the Stormlight Archives.

I try to make unique characters not solely stereotypes.

Somebody who can't get enough of being outside in the wind (and rain).
Moods are changeable.
Once in a while - when unloading an Alpha Strike - gets on a major rant and is very focused.
Might buy an XL cape and build a pair of roller skates (or ice skates in winter) during the campaign, and blow himself in for a dramatic entrance.
Could invoke the words used to describe a tornado / hurricane, when threatening evil-doers with the coming wrath.
Enjoys sensations and feelings, so "(Darling I don't know why) I go to extremes" by Billy Joel is his theme song.
Would love roller coasters and thrill rides, if they have been invented in your world. Wants to experience whitewater rafting and go over Niagara Falls in a barrel.

I think someone who is calm and serene would be a good tempest cleric. When they get their ire up, the storm strikes and they unleash the tempest. Once the battle is over they quickly revert to their former calm.

I've been having my tempest cleric make predictions based on the weather. He takes everyday weather events as a sign from the gods. We were out on the plains deciding whether to pursue the other group of our enemies that were retreating or to head back to our village. The wind was blowing toward the direction of the enemies so I voted to pursue. We pursued them and handily defeated them.

It's been quite fun trying to play a character who takes nearly everything as an omen from the gods.
