How to justify bikini armour in your game.

I figure that in DnD they are all barbarians, it isn't armour at all, just something to cover themselves, however loosely the term "cover" is.

In D&D, yeah. Not much need to "justify" it when there's a character class that specifically models the trope.

I term it 'Holywood Heroics', allowing a fighter to use their Proficiency Bonus instead of their Dex Mod when calculating AC.

Speaking of sci-fi, I remember a story in the old Imagine magazine, a riff on Cinderella, where a lady wore only a shimmering energy field to a party and while the field concealed the naughty bits, it was quite clear she wore nothing else beneath it.

Fools. Don't you know part of Chain mail bikini are made with transparent aluminum links. That why you can see her belly button. But it is covered.

Red Sonja is the only character I know of who has worn a chainmail bikini, and she is a barbarian?

well female gladiators tended to fight topless with a loincloth. though they straps from their shoulder guards (galerus) and manica might provide a bit more cover
