I think RAW it would apply to one roll: "when you cast a spell that deals damage of the type associated with your draconic ancestry, you can add your Charisma modifier to one damage roll of that spell."

The triggering condition is "casting a spell", and it grants you +CHA to one roll.

It doesn't require that the roll be on the same turn that you cast it, or the first roll, so I'd think you can choose when to use it. But it wouldn't apply every time.

While not RAW, I've usually allowed it to affect multiple targets per spell, but never the same one twice. In this case, you could use it against someone for the bonus, but they'd not receive it if you hit them with it again. It encourages splitting damage, which is usually not optimal PC tactics.
