It's mostly just another way the designers tells you that the exploration part of the game isn't fun and you should bypass it with some minor resource.
5e Tony hut goes much further than that though. I watched a group of level 5 PCs seriously start to argue that they were safe from a kinda blind ancient/great wyrm dragon they knew had a grudge against them in Rhine of the frostmaiden the other day even though it was physically knocking on it. A second player actually suggested shooting at it with ranged weapons "from the safety of the dome" rather than trying to run away too.
Also outdoor exploration being deemed badwrongfun doesn't mean that it has no place in a game even if tiny hut was only useful for that

outdoor exploration needs to be done better.

Fr was largely the source of 5es problem there I think. Athas, eberron, parts of ravenlof, t and likely other earrings have interesting outdoor region scale dungeons basically, fr does not so they minimized and tried to obliviate it as much as possible resulting in making it difficult to even fight the system to use them. Rhime tries to fix that for fr by developing the region and building some new stuff but you can almost watch things cracking and shearing apart in real time while playing through it

have they tried just sitting down and making a good system for it then see if they can get it to work with dnd?

It's almost entirely dependent on exhaustion from cold which bob ignores as a goliath, food scarcity has a ton of ways to just straight up nullify it & even if alice is out this week to remove the nullification rations & waterskins are of such tivialize in your huge carrying capacities that it still wouldn't matter. After level 5 tiny hut makes sleeping outdoors& weathering a blizzard trivial so that's not really a risk & even random wildlife/bad guys isn't normally an issue unless it's strong enough to cause TPK or chooses to kill an NPC who hired you to guard them buy doing something unthinkable like casting an aoe spell on the clustered group of players. It's better than the thing they had in ToA but there is only so much to be done when the system is designed to remove so much of it everywhere else.

Case in point, then. What level do you think this guy is?
Probably a 1st or 2nd level, IF THAT. More likely a commoner specialist who can't even hunt his own food because his draw strength for his bow is less than a childs and thus his arrows couldn't kill squat (except maybe a hummingbird...try eating that for a meal...you'll be hungrier than a starving elephant on a diet!).

Anyone can shoot "fast" if they have no power in their bow, even a kid. It takes a little more talent to hit things and targets, but that guy's bow doesn't have the strength to kill a squirrel. In D&D terms, he has a weapon which may surprise you, but it's damage is 0-0, or if he is VERY lucky...maybe a 0-1 damage.

Or rather generations of players having told the designers that exploration isn't fun because DM's tend to skip the exciting locales and finding interesting things and going straight for jumping them in their sleep, making them count rations and generally turning exploration into an inventory mini-game which is... let's say 'an acquired taste'.

Really? My FR games have all been a series of outdoor region scale dungeons. All of my exploration-intensive games were in FR. In contrast, in all my Eberron games, outdoor travel was mostly eliminated by lightning rail, Argonth, or airship travel. Heck of a ride and a lot of fun, but not particularly more exploration-friendly than FR.

And Athas, well, you're screwed as soon as you set foot in a town, and just as screwed as soon as you leave it...
