The two most important questions I find, after settling on a genre and system are:
What sort of things do you want to do?
What do you absolutely not want to do?
The second question has helped me more often than the first, TBH. So many times the answer to the first question is vague, like "Oh, adventures and stuff." But people tend to be more passionate about what they don't want.
"Absolutely no pirates" is one that came about when the first Pirates of the Caribbean film was popular a few years ago. Which was great to know, because I'd been thinking about running a pirate-adjacent game for that group when I asked, and was able to pivot easily.
