What is stopping the Horned Devil from using its flight to move into range (partial move), attack, and move back out again (partial move) before the Fighter can shoot back; all as its turn action?
As I pointed out, a readied action. In 5e you can use your turn to ready an action that occurs prior to your next turn if a specific circumstance which you name happens. So the player of the fighter says, "I'm reading an action to attack the devil with my bow as soon as it comes within 150 feet of me." On the devils turn when it hits 150 feet, the reading action acts as a reaction and interrupts the devils turn so the fighter can take the action specified, then the devil continues with its turn.
Lather-rinse-repeat this a few times and you ain't got no Fighter left... :)
In 5e you have a pincushioned devil.

Sure you do. Fighters hold a Ready action until the Devil is in range, shoot.

Even before then Fighters shoot with disadvantage. They'll still kill it...
Disadvantage with +6 to hit vs. an 18 AC isn't a kill. They'll hit it a few times, but that's about it.

And does Ready action give all your shots, or just one?
It is, but with 12 attack per round it will just take twice as long (or so).

Just one, which is why firing with disadvantage is actually better in this situation.
 

I mean this could be a solution too. Have some kind of 'ascension' at level 10 that is a dramatic event and power increase....not a bad idea.
The problem is that's only a good idea for people who want that dramatic power increase, which ain't everyone.

Frankly, then so be it. This simply isn't a solvable issue otherwise.
In 5E? Certainly not. But it isn't unsolvable at all. Off the top of my head, you could have tiered abilities at all levels of play, and your character only has access to the tier the group is playing at. That would allow for Hercules playing alongside Merlin or soldiers playing alongside hedge wizards or anything in between or beyond.

If I want to play a game where I'm just a regular guy with nothing more than his wits and the metal strapped to his body to protect him again monsters, there's other systems that handle that style of play SIGNIFICANTLY better than current edition D&D.
I don't think anyone's working under the assumption that the game could be officially geared to what they want in either direction within the current edition. Most of the ideas put forth would require a fresh start, at which point you can't take 5E's class designs for granted.

Free magic items for fighters?
I'm certainly not against this. Most of your famous heroes have them. Mjolnir, Excalibur, Stormbringer, Sting, Narsil, just to name a few. Perseus got free items from the Gods, even Luke's lightsaber is effectively a magic item in Star Wars. You want to set up some gamist system that guarantees a fighter gets his chosen weapon and a few choice supplemental items, I'm all ears. Hell, I'd LOVE to see a fighter subclass all about unlocking the power of a magic weapon, like a personal Weapon of Legacy.

And what is the AC of the fighter? The Devil only has a +7 to hit, so that’s going to be about 50% hit rate or worse. With the 3 attacks, its hitting half the time as well.

There are such tiers. They're called 'levels'. It is bizarre idea to create a parallel power scale to that.

I totally get the desire to play mundane scrubs. That's fun sometimes. I don't get the desire to play level 20 mundane scrubs. That's not what high level means. If you don't want mythic play, don't play at the high level. Super simple.
