I don't think the people who play the Dungeon Crawl Classics TTRPG have to worry about overpowered casters! I don't think we can get everyone to use that system though...
I find it works so well cause like... Yeah, sure, the Wizard can pull through in a dire situation every now and then. But afterwards we have to haul their 90-pound, half-mummified frame out of Lankhmar because they burnt themselves down to the wick casting Magic Missile!

Lots of spectacle, lots of fun, but there's still plenty for the rest of us to do and without the threat of opening an eldritch portal or anything like that.

Sidekick classes only and all this goes away. Casters don't need anything above 5th level.
It was part of the appeal when we played the sidekick classes for a while. The same reason why my L12 version stopped casters at 6th level, and only one a day at that...

But I like low-magic games and I know that doesn't appeal to many players.

You can still have low-powered classes in a high-magic game. Just give out more boons and stronger magic items.

It's a lot easier to tweak the number and potency of magical items in your game than it is to redo classes.

And what is the AC of the fighter? The Devil only has a +7 to hit, so that’s going to be about 50% hit rate or worse. With the 3 attacks, its hitting half the time as well.
It doesn't get 3 attacks. It gets one as the premise put forth is that the devil is attacking the fighter with hurl flame from 150 feet away. Unless you're reading the ability to sub hurl flame in place of any melee attack(singular) as being usable in place all melee attacks(plural). I don't read it that way.

It doesn't really matter either way. The fighter which was misrepresented as being unable to do anything to the horned devil can in fact fire 3 times a round and add abilities(if any) to those attacks. The fighter is plenty able to contribute meaningfully to the fighter and probably better than the full casters. Most spells don't go 150 feet. No cantrip does and you can't assume that the spellcaster will have spell sniper. The fighter will do better than casters against a horned devil using that tactic.

With no magic items.

Just one, which is why firing with disadvantage is actually better in this situation.
I'm only assuming 1 fighter, since this is a comparison of fighters to the other classes in the group. With only 3 attacks, I wouldn't fire with disadvantage. Especially when I don't need to.
 

There are such tiers. They're called 'levels'. It is bizarre idea to create a parallel power scale to that.

I totally get the desire to play mundane scrubs. That's fun sometimes. I don't get the desire to play level 20 mundane scrubs. That's not what high level means. If you don't want mythic play, don't play at the high level. Super simple.
I think it's more bizarre to expect every game to completely change sub-genres of fantasy throughout the campaign than it is for people wanting to play a specific sub-genre to be able to do so throughout the full range of levels.

Again, it just seems completely dismissive to tell people that they only get to play with half the game if they don't want to play supers and demi-gods.

That's like the whole point of 'from zero to hero.'

No different than people wanting heroic and powerful martials getting 'half the game.'
