one other question I thought of is the reaction attack from PAM. What are your thoughts around that? I’m kind of thinking 1 attack per encounter or 1 attack every other encounter?
In my experience its not uncommon for players to get multiple PAM attacks. Though it depends on the rest of the party. 1 per encounter is the minimum I would think. Though depends what other reaction based feats there are.

I’m sure it works great for you. I can’t follow how to use it at all. Very unintuitive for me. So it will be easier for me to run my own calcs.
Post one thousand three hundred & nineteen on page 66 of a threasd pushing for change is probably a bit late to begin planning to do the math needed to start getting numbers in support for or against your conclusion. That goes double given all the attempts people have made to explain the numbers of things.

but playing a reality warping earthquake causing brining multi people back from the dead, and still being in full armor/weapon is okay? I don't think wonderwoman or superman is out of line when compared to a 15+ level cleric, bard, or wizard
I think Superman is out of line. Mostly because super-speed is absurdly flexible and Wonder Woman doesn't hold races with The Flash. I don't think Wonder Woman (especially as shown in the movie) is.

I’m actually a little interested in how many enemies @Maxperson expects a level 11 party to see in an average encounter. For me the number would probably be 3-4. Some encounters with 1-2. Some with 3-4. Some with 5–10.

Thiugh I could be persuaded that to budget 8 encounters you on average see fewer enemies per encounter than I am used to.
The numbers will vary, but in a world with fireballs, higher level group encounters won't just clump up and make it easy. They will also involve casters with counterspells a fair amount of the time.

Also a point in @Maxperson 's favor.. combat with more enemies is a bigger hassle to run for the dm, regardless of whether it is balanced. I don't know if that's a good reason to ignore that it can happen without being unusual, but I can see how it'd shape "the normal d&d experience"
This was 10000% the case with 3e, but 5e is much easier since monsters are just blocks that you give some spells or powers to. If you're using the ones straight from the book, you don't even have to figure out that much.

The absurd strength, speed, and ability to take and dish out damage are the real roadblocks to superheros in 5e. Bounded accuracy is swallowed whole like a planet in Galactus' crosshairs. How much damage does a thrown wagon do? How do you represent the Flash's super-speed? Hell, a bigger problem is that super powers are generally speaking not limited use, while all the cool stuff wizards do is.
