Just looking for insight into the design here. Most if the classes follow a discernible pattern as to when they get higher level maneuvers:
Rangers and Marshals are the default “Full Martials” with Fighters being identical except for receiving 1st Degree maneuvers at Lvl 1 instead of Lvl 2. Otherwise they all gain access to new maneuvers at the level before a PB increase (4th, 8th, 12th, 16th)
Rogues and Heralds are “Half Martials” which makes sense because they get tons of skills and spellcasting respectively. They move up at the same levels the Arcane Trickster and Eldritch Knight received new spell levels (7th, 13th, 19th). (Savants also follow this pattern if they learn maneuvers.)
And then there’s Adepts and Berserkers. Adepts start normal and then slow down (4th, 8th, 13th, 17th) while Berserkers start slow, speed up, then slow down again (5th, 9th, 12th, 17th).
Morrissey has commented that each class was crafted separately and that symmetry was never a design goal, but I don’t yet see why Adepts and Berserkers were crafted this way. I have no objections, but I like understanding the design philosophy.
