It's not full-time flight, though. So it's not flight speed, but one of these limited use abilities like several existing races have.I mean, they're doable, if you're willing to make a slightly OP race. I would say just take Dragonborn, re-describe them, and add both 60ft flight speed to them and the ability to Alter Self but only into a specific humanoid form (which can be changed by a ritual, but is not trivial to change).

Not unless they've changed it recently. When I was in the alpha/beta, you got the Soar ability for your dracthyr every X minutes (I want to say it was two) and if you could keep it going for that time, you were all set, but it's mostly a powered glide, especially for newbies, so you will almost inevitably have to land at some point. I did that in Legion too, and was mildly annoyed that all I got for it was a Feat of Strength.
