I don't care about that legacy stuff at all. It's irrelevant. He is the BBEG so his statblock should evoke an epic battle that keeps players engaged the entire time that is the sole reason he exists. You build enemies to satisfy play, not story.
Not to me. The story of the world is more important than play imo.
 


She has more slots for her spells than a warlock does.
I think they are talking about a character with a similar theme to Goldmoon, not stating her as a warlock.
Neither does every cleric.
Every 1st edition cleric wore heavy armor until Goldmoon. Mechanically, it was simply better. Dex clerics didn't become viable until 3rd edition.
 

Very flavorful, but I have to ask: does this seem like an "average" difficulty encounter against a party of 19th level PCs?
Since the adventure doesn't go up to anything close to level 19, it's not a relevant question.

And it's pretty much impossible to tell what a level 19 party will be capable of, designing an "avarage encounter" for one is pretty much impossible, like designing an avarage encounter for the JLA. Either you neutralise their superpowers or it's a walk in the park.
 

Average is one they should win quite easily with no casualties so yes.

And I can tell you from experience that a level 14 party can roll-stomp that.
 



Yup. Good thing that this adventure only goes up to level 11 (which secretly means that they get to level 11 as a reward for finishing the adventure) and that Soth is more powerful than that, and he rides a Death Dragon (probably with an undead army, too).
Indeed. This Soth is designed to be pretty much unbeatable for a level 10 party. How he fairs against a level 19 party is irrelevant. You would design him differently for that.
