I think that is what I mean by 50/50. What I mean by that is each character has a 50% chance of death. Isn't that what you mean or are looking for each character to have a 75% chance or more of death?
I'm not sure what the percentages are, but if there's a chance that the group will be wiped out or knocked out/captured, then it's a challenge. What is the chance of a TPK if each PC has a 50% chance of death?

Depends on the size of the party. Two people, 25%. Three people, 12.5%. Four people, 6.25%. Etc. So with four people, roll a d20. On a 1, that’s a TPK. Or thereabouts.

That seems like a strong challenge to me. This isn't about wiping the party out, but about a good, strong challenge. Not all encounters have to be that, but I think that a CR 19 should be able to TPK a 19th party one time out of twenty.
