I would view any legends or explanations as spin for "we want you to buy more packs than you would otherwise need and will pretend we can't retool our machines, etc." as necessary.

You can, of course, even things out (8x3, 6x4) but I'm not sure how many people go through that many hot dogs even when throwing a barbecue.
