According to a stat block of the new paladin chick from the Deck of Many Things, Legendary Actions are still here to stay.
Legendary actions and better reaction abilities serve different purposes. I am a big proponent of everyone, not just bosses, getting interesting reactions -- if for no other reason, it promotes tactical movement because there are better uses of the bad guys' reaction than an opportunity attack.

WHAT......................THIS EXISTS, IS OFFICIAL, AND HELPS CHARITY!?!?!

Real Talk though: A number of these recent WoTC official digital products (Like the Planescape Mortuary adventure, The Book of Eldraine monsters, and now this) have actually been pretty neat. If they keep up this kind of quality with these, I actually wouldn't mind more of such things.

Planescape Mortuary being Day One DLC put me off. It included a lot of stuff that would've been really nice to have in the Sigil or Bestiary books, like faction perks (those Dead Truce tokens) and Factol statblocks.

Sure, but when we see LA excluded on creatures that should have them in recent books, and they instead have new legendary reactions, one would think the change is to streamline the running of such creatures. Seeing them come back in the newest book is interesting.
Having both on the same creature would be interesting, though possibly unwieldy.

I am not. I would rather monsters have interesting abilities than just throwing bonus actions and reactions in there. I know several DMs, myself included, that struggle to remember reactions in the heat of combat. More so if you have multiple combatants and now you want to give them to all monsters?! No thank you. Save them for the important ones, I don't want every goblin, orc, or kobold have unique reactions. I think the have a time and place, but I don't think that should be everywhere. all the time, all at once! I do agree they are not just for bosses though and that is they WotC is heading too. They are adding them to low and mid CR monsters too.
