D&D (2024) Ranger: is Horde Breaker a bit too good for level 3?

Note that it doesn't need to be a melee weapon, or a dex one.

Use a heavy crossbow to push one creature next to another, then get another attack.

Alternatively, use a greataxe, horde breaker the a second target and cleave back into the first. Possibly as a multiclass world tree barbarian who can use their reaction to group up enemies.
even better with Halberd and PaM

But when you act on a reaction it is your turn. Do you mean that Rogues can no longer Sneak Attack as a Reaction?
reaction on others people turn is NOT your turn, it's just your reaction,
and yes for rogues, as it is ANOTHER creatures turn you can sneak attack.

if reaction would give you a TURN you could do Action, Bonus action and a move as a part of Reaction.

Then I invite you to read the text for Sneak Attack on p.129. There is no mention of Reaction. It's just 'once per turn'.
Yes, so if you get, for example, an opportunity attack on the enemy's turn due to them attempting to move outside of your reach, you can make an attack with your reaction and still get sneak attack damage as it is on a different turn.

I think you're a bit confused over what a turn is.

there is difference in once per turn and once on your turn.

how do you get an attack outside your turn if it's not a reaction?
Ready actions? still uses you reaction. And it is still mechanically NOT your turn.

Except it's p. 127 says 'once on each of your turns'. It's not once per round or once on your initiative.
I am not gonna try and argue it, but a reaction is not your turn. That’s how the game works.

I think you got something wrong.

EDIT: Couldn't stop myself... This is from the new book:

Reactions (page 15)

Certain special abilities, spells, and situations allow you to take a special action called a Reaction. A Reaction is an instant response to a trigger of some kind, which can occur on your turn or on someone else's. The Opportunity Attack, described later in this chapter, is the most common type of Reaction.

When you take a Reaction, you can't take another one until the start of your next turn. If the reaction interrupts another creature's turn, that creature can continue its turn right after the Reaction.

In terms of timing, a Reaction takes place immediately after its trigger unless the Reaction's description says otherwise.

Nowhere does it say that it becomes your turn.

Horde breaker is good. Having a second foe within 5’ of the original is circumstantial though.

Don’t forget optimum approach to combat is to reduce the number to f enemies standing (and therefor take actions) not to pick away at multiple enemies (unless someone has area of effects waiting)

I agree that Horde breaker is only on your turn and doesn’t work with reactions so one extra attack per turn only.
