D&D General Tales of the Valiant Starter Set

Not everyone. New RPG players have not played 5e. Seems like Kobold wants to recruit outside the 'usual suspects'. A good strategy.

I highly doubt anyone is going to get into ToV as their first RPG. It was designed specifically to poach the existing 5e fanbase. Maybe KP is more optimistic about it than I am.

I'll likely buy it for the $45.00. I kind of see it as the same as 5e and could use either set of PCs in either game. Having some starter adventures can lead to great campaigns.

And some of those people are going to use it to teach their kids, or scouts, or club members, or whatever.

Correct. Right now I do not know of any big things that are different. I see a few PC powers and such, but I feel that PCs from each game could play with each other and be fine.

For sure.
You can even use Luck and Inspiration without problems.

Starter Sets are indeed great ways to teach folks new to the hobby (friends, family, kids, etc.)

Also, you'd be surprised at just how many folks are coming to Tales of the Valiant as their first RPG!

I'm not sure who this product is made for? Starter sets exist to onboard and teach new players+gms your game in a more approachable format.

Anyone getting into Tales of the Valiant has played 5e, and ToV is basically the same game.

By that logic there should only be 5e starter sets I guess... There are new players every day, no reason to not start with ToV instead of 5e.

I don't think that's an accurate assumption at all.

People come to RPGs through all sorts of entry points nowadays and since the OGL fiasco, lots of them are intentionally coming in through doors that aren't owned by WotC. Paizo can't keep their Pathfinder starter set in stock, for instance.
