Haven't people been complaining about monsters having too many hit points for years now? Has all that just gone away?
Different people complain differently and for different reasons. Anyone who remotely optimizes complains they have to little and don't hit hard enough. The complaint for to many HP is that if they can't hurt the PCs or don't have interesting things to do they are just a "big bag of hit points." That sometimes get interpreted as to many HP, but it has more to do with not being a threat or interesting threat to the PCs.

IMO, more HP are needed to help monster stay around to do the interesting things in its statblock

Any speculation as to why they decided not to let the fans know how to build monsters?
They only one I have heard is the hope it is coming in a forthcoming book that will have all kinds of alternate and optional rules. One could speculate on other reasons, but I don't really see the need.

Besides, it is not like TSR ever gave us monster creation rules and I still made custom monsters in 1e!
