That seems more like a buddy cop movie or a supper spy film. Or something like The Dirty Dozen.

For a procedural, you need something like diviners or necromancers checking out the crime scene to figure out who did what to whom, and someone- maybe even different characters- to bring the miscreants to justice.

Certainly the colors have been muddy in US movies of late. Not across the board. But sometimes I watch a movie and the colors on screen just look ugly. I really noticed this when I saw RRR and realized, even when the CG was bad, it looked pretty because of the color design. It was quite a contrast. And I see it in a lot of Chinese movies too (again, sometimes the CGI isn't great, but the color design is beautiful). Or if you go back to earlier movies you will see some gorgeous color choices (even gritty 70s films look like a painting sometimes)
 

My guess is that the zeitgeist is likely to move towards either post-apocalypse (see the success of the Fallout TV show) and/or hopepunk.

The way that the MCU manages to remain relevant is that they don't make just "superhero movies" so they can play around with genre a bit more and lean a bit more towards whatever way the zeitgeist is flowing.
 

I think we are about due for a few years of jingoistic military entertainment. it has been a while, and it usually happens when things feel uncertain and upended. i think we are due for movies about mercenaries, SEAL teams, and CIA spec ops. I recently finished the second season of The Lioness and it definitely had the vibe.

What do you think?
They won’t work outside the US. China is a massive market now. American movies only make half their sales in America. Studios aren't in the business of halving their sales.

It has been a few years since I have seen it, so I can't recall off the top of my head how well it fits the procedural description. It is a trilogy but the source material is The Four Constables (and many of the TV series are more like procedurals). This trilogy amps things up a little bit and seems to go a little X Men, but if I remember they are still part of a special bureau that investigates. I quite liked it but it may not be everyone's cup of tea. Here is the wikipedia description (first paragraph at least):

The movie is set during the reign of Emperor Huizong in the late Northern Song dynasty. The government department known as the "Department Six" customarily has full jurisdiction over all criminal investigations in the imperial capital. Department Six is well-staffed and operates in a highly disciplined manner. Their chief, Commandant Liu, ranks the investigators by clearance rate and dangles the prospect of an operator to be named one of the "Great Four".
 

IDK, cops always seem to be popular.

Eh. There are a lot of people out in the real world who have become very aware of some of the systemic problems of policing in America and don't really view cops positively/sympathetically anymore. I would expect the viewership for cop shows to be dropping, while the viewership for things like Only Murders in the Building to grow.
