Elven Chain is either a +1 Chain Shirt or +1 Chain Mail and thus is either Medium or Heavy armor. It is defined as being either in the 2024 DMG, but also specified as such in the basic rules: "Armor (Chain Mail or Chain Shirt), Rare."

If Chain Mail, it still requires 13 str and gives disadvantage on stealth checks. If a Chain Shirt, it's still fine for Barbs.

I have been planning to get an Elven Chain Shirt made for my Imp familiar to boost their AC from 13 to 16. No proficiency required, which is the only way that works.
