Elven Chain is either a +1 Chain Shirt or +1 Chain Mail and thus is either Medium or Heavy armor. It is defined as being either in the 2024 DMG, but also specified as such in the basic rules: "Armor (Chain Mail or Chain Shirt), Rare."

If Chain Mail, it still requires 13 str and gives disadvantage on stealth checks. If a Chain Shirt, it's still fine for Barbs.
