Yeah, it really does. It’s weird how much affection Sisko has for Curzon (or the memory of working with him) while still noting how selfish, manipulative, and abusive Curzon was. I took his comment to be metaphorical, but it was no empty threat. Judging by Quark's comments over the course of the show, his bar was often running a very slim profit margin, teetering on the edge. Rom knew the weak spots, and could have bankrupted the bar, ruining his brother's financial situation.(Rom should probably remember that the bar is integrated into the Promenade and DS9's central structure, so burning it down probably wouldn't work out well.)

Federation citizens have the equivalent of a Universal Basic Income so they aren't required to work, but do anyway. This covers food, lodging, recreation, and some equivalent to expendable cash. Presumably there are perks that go along with some jobs, above and beyond the basics, by virtue of relative value to society.I made it up to the episode where Sisko has a goatee. Not sure how I feel about it. (EDIT: And now in the next episode, his goatee has all but disappeared!)
