Im not so sure given current situations and the fact that there have been convicted felons running for NYC council in the recent past.

The only real exaggeration is the Vigilante Taskforce which legally only the State Governor can inact

The best written bad guys always seem to think that they're the hero. Fisk thinks he's the hero, saving his city.

yes, he's been spotted in 'leaked' set photos - speculation is he might cameo in the last episode as set up for season 3

There is a nod to that though. With the CIA and governor, it’s showing that as powerful as Fisk looks in New York, he is dancing uncomfortably in larger waters.

And frankly we have seen this before in real life. There is always a breaking point where people are gladly willing to throw away freedom for security and “to get the trains running on time”. If a failed artist could do it in Germany, a criminal mastermind could do it here
