It's a tough logical problem. I see what you mean: touching the shield isn't touching you so shield bonus should count to touch AC. However, touching Armor isn't touching you either, so should armor bonus count to touch AC as well?
Most touch attacks make sense in counting armor and shield...
One I would really like to see is the removal of single stat dependence for most spell casters. It prevents level adjustment 0 races with mental stat increases, and it really limits the character options for that class. You can play a fighter using DEX and Con to make up for a weak STR score...

Where is it writen the failure by 20 on a intimidate check makes the opponent confused? I don't see the logic in that, frightened would make more sense than confused.
There is definately tactical advantage to using Benign Transposition. The best case I can muster up would be a charging Barbarian and a Bo9S fighter. Barb charges in, Bo9S does a strike and moves back, Wizzard Transposes Barbarian back.

Anyone really wanting to up the ante of the Sneak Attack + Greater Invis. needs to see the Ninja class. A good ninja can as a Swift action get one round greater invisibility WIS+1/2lvl times per day. My ninja totally carries a seeking bow. :D
Assumably the player wants to keep caster level progression or they'd just take one level of rogue. So he wants to multiclass without actually multiclassing. Maybe dipping into something like spell thief or Beguiler would help in more. I think both of those would get sneak attack.

There is also a trick from complete Scoundrel that lets you hold concentration for one round as a swift action.
IIR, casting another spell always breaks concentration, even if you have the actions to do it.
There is a pact magic rules set in Tome of Magic. I haven't read it, but if it is anything like the shadow magic in the next section there is PRCs, feats, base classes.
Small and Medium creatures won't even get a save if you place the spell appropriately. A 7th lvl caster (lowest for wall of ice) will get a 10 ft radius hemisphere. That means non reach creatures in the center 4 squares get no save. They are just trapped :)
Here's a far out thought: Hexblade. 2 levels gets you a free action curse for -2 to everything, and an ability to add CHA to all saves vs spells and spell-like abilities. The downside is that even at +10 CHA your curse will be like DC 21 so it probably won't do much unless you take an ability...
My game had a all out contest like this and the winner was a gnome illusionist 3/rogue 1. Seems odd but he smacked everyone down.
If you go down a wizard route remember there are lots of spells really really powerful on low HD creatures. Color spray and Sleep come to my mind. The gnome won...
