Ancalagon converts to 67 HD under the MERP Guidelines.
I forget Fingolfin's exact level at the moment but he's a bear of a character. He would easily best Gothmog (Balrog) or Ancalagon in melee combat.
Matter of fact he would best just about anyone but Manwe, Tulkas, Morgoth...
It's been years since I locked my 3E Epic Handbook away in some file yet to be found but I seem to recall that in the preface Gandalf (I'm not sure if White or Grey) was named as an example of an epic character.

BTW, I am kind of surprised that no one has asked about the high elves, dragons, vampires, or werewolves.:p
In the RPG it makes clear thst all of the Istari's levels apply to their relatively limited abilities in Middle Earth and were they to visit Aman or the like then there levels would rise by as much as a factor of six.
Gandalf the White is Level 33 but much, much tougher than Gandalf the Grey.
That said, I feel it's pretty clear that the Witch-king was at least the equal of Gandalf the White if not more powerful by a significant margin.
That's not a misprint. It was cited in Angus McBride's Characters of Middle Earth.
That said there is a more experienced version of Gimli later identified as Level 12 (AD&D levels).

Both Elites and Solos get the same +2 bonuses to three of the four defenses. However, Elites must allocate those bonuses to their strongest defenses while Solos have full leeway. ;)

That's interesting.
I think where I'm going is not a suggestion that 4e is internally imbalanced, but that, as to 3.5, that powers appear more powerful at first blush.
