I actually like both of those suggested standard actions. They are simple and effective. The total recovery one makes it a bit difficult for immobilizing effects since any melee combatant will immediately will go to try to break it and it will give multiple effects a kick in the pants.
The necromancer has become level 4 and gained a list of all the appropriate powers. There were many changes to pre-existing abilities.
Google Documents is horrible for creating tables, I might instead opt to make a quick website for the class.

I believe that Lay on Hands can be used times per day equal to the Paladin's charisma modifier. Since the Paladin had 16 char (+3 bonus), I think it's a reasonable guess.

@ Celebrim: While your solution may be most realistic, it has some excess baggage that is counter-intuitive to the simplicity that 4th edition heralds. Plus, have reduced bonuses to abilities is still an icky mechanic that should be avoided.
