Kobold and Goblin heritages would be great. I absolutely adore Paizo's kobold designs, so I want to use them for a character, but so far Lizardmen and Kobolds have left me thoroughly whelmed.
I could see that being bundled together. It would be a lot easier to manage RP requirements like having a patron from an organisation if you can tie that into the PC's prestige - how else are they going to get a patron's favour?
Cleric/Rogue multiclassing had a great prestige class for it back in 3.5e; the Shadowbane Stalker. This, combined with the Sacred Outlaw feat* gave players a fantastic base.
I'd suggest looking into how you can allow sneak attack progression, similar to things like Accomplished Sneak Attacker...
