Is he trying to build a competitive tournament deck? Werewolves won't do that well.
However, you can make a very fun casual deck:
4x Reckless Waif
4x Mayor of Avabruck
4x Gatstaf Shepherd
2x Daybreak Ranger
4x Huntmaster of the Fells
4x Immerwolf
4x Wolfir Avenger
4x Flames of the Firebrand
4x...
Based on what I've read, you've got at least a passing understanding of M:tg design structure, so that's how I'd approach your problem, if I were you.
Go to page 55 of the 4e PHB. You'll find lists of Power Sources, Damage Types and Effect Types. There are over 25 different "Types" listed...
I think the idea of using up Xp and "buying" a level piecemeal is a great idea. Unfortunately, it seems more complex (read: confusing) for the players and it's very difficult to keep accurate records of the party's power level for the GM.
