Is Painful Oath Too Painful?

I think that main problem are feats like Slashing Storm and Marked Scourge. Prior to Dual Strike and Marked Scourge nerf, fighter (defender) could have DPR comparable to Ranger.

Why did the designers decide to publish Slashing Storm? + Wis to damage on two best and most suported classes? Sounds insane.

Incidentally, that makes fighter multiclass even sweeter for Avenger, as if things like Rain of Steel weren't good enough.

Slashing Storms deals not +WIS damage when you attack, it's auto damage at the start of enemies' turns, so it happens 1/round per enemy. It is not Pit Fighter 2.0 or something like that.

RoS and Slashing Storm get better the more enemies sourround you and the longer the fight lasts. If you want to finish fights quickly you should watch for more frontloaded damage options and options that work with multi-attack powers.

Now that I gave it a better look, I think you are right. It's pretty conditional. My bad.

EDIT: And concerning RoS - It has a damage roll, which means that all static modifiers apply. It's like a free attack every round. And it's at the start of enemy's turn, so it's not likely that it'll move away (like Slashing Storm). It's probably the best lvl 5 daily power in the game (besides perhaps Visions of Avarice).

There is really nothing wrong with avenger DPR, in fact it is very good (mine has a 70+ DPR at level 21). This is at least partially due to Painful Oath which makes up for the lack of striker avenger paragon paths. What avengers generally do lack, though, is nova capacity. Although, if they are build right they can do pretty good encounter novas.

Note, by the way, that Painful Oath is per turn and not per round. Which is interesting for your immediate attacks, OAs and granted attacks...

Regarding question b: there is no reason not to :)
