I don’t really play MTG anymore so I have a hard time evaluating cards: is this card good by modern standards? Either way, I think they nailed the flavour of the spell. Cannot be countered is a nice touch for an unerring missile.
It is strictly worse than Shock, scorching dragonfire and fire prophecy which will rotate out this fall. But a bit worse than Burning Frostbite which won't

The name is something like “Lord of Eastport”. Don’t know much about Manshoon; does that fit with your theory?
"Puerta del Oeste" translates from Spanish as "Gate of the West," or Westgate. The Night King of Westgate, the leader of the vampire underworld, was replaced by a vampire clone of Manshoon after the unpleasantry concerning the identity of the real Manshoon.

A vampire clone of Manshoon laired in Westgate, so maybe this is a mistranslation?
You’re right! I mistranslated it. It’s Lord of Westgate.

I don’t speak Spanish and I got a little confused: Ost is East in German which is where my mind immediately jumped. Ouest is West in French though, which I also speak so I should have known better.
