I don’t really play MTG anymore so I have a hard time evaluating cards: is this card good by modern standards? Either way, I think they nailed the flavour of the spell. Cannot be countered is a nice touch for an unerring missile.
3 damage for 3 mana is pretty expensive. The facts that you can split it between targets and it can’t be countered will of course drive the cost up, so this does appear to be priced fairly. The problem is, the competitive constructed metagame is mostly defined by unfair cards these days, especially in non-rotating formats. It’ll likely be very good in limited, and might see play in standard depending on how relevant 1 toughness creatures are. Probably won’t see play outside of those formats.

Maaaaybe after stomp (bonecrusher giant) rotates out it may appear, but I still doubt it
 

Looked it up, and “On a stick” apparently means a repeatable version of the effect, often on an artifact (dates back to rod of ruin, which was “Tim on a stick”), so you’re right and I’ve been using the term wrong for like 15 years 🤭

Here’s an explanation I found on Reddit that helps clear it up:

“It came about right at the start. Prodigal Sorcerer was nicknamed Timmy as a reference to Monty Python and the Holy Grail.

Then, everything that dealt 1 damage on the tap had some variation. [[Rod of Ruin]] was Timmy on a Stick. [[Pirate Ship]] was Timmy in a Boat, etc.

I guess the Stick one just spread.”
 



So unless they've done something funky with his name, the only slots left for Elminster (if he's in the set) are artifact and mono-white. I think it's safe to say he's not going to be an artifact. Mono-white...? Not really what I envisioned, but it isn't totally bonkers.

Or he might be in one of the Commander decks. He'd fit nicely as an alt commander in the Bant one.
Thinking about it, a White Eliminster wouldn't be crazy, if you think more in terms of what you would expect Elimibster to do as a card: help weaker Creatures as a Deus ex DMia.
