It's funny to me how often these 5th Edition threads pop up.

Also, remember that against ranged attacks, there is no penalty to AC -- this penalty only applies to melee attacks, and bad guys can attack with a crossbow while prone at no penalty ... and some creatures are immune to being tripped.

If I had to venture a guess, I'd say: power creep.
Paizo seems far more concerned with retarding or preventing power creep than WotC did. One of the many ways they seem to be fighting this off, at least for now, is by not releasing a slew of powerful items.
