I think you should have this dude register for EN World, and let him read this thread. He will see a couple of things, b ut mainly that you are trying to find the RIGHT way to handle this, and that your group is a LOT nicer than most of us. I wouldn't have put up with this for as long as you have.

Actually, I sort of have an opinion on this. KotS was supposed to be an introductory adventure, right? So it introduces us to ALL aspects of D&D 4E, including the choice to RUN AWAY or DIE!!! You can't get a more 1st Ed D&D than that!;)

I believe that this power is in addition to a normal Action point, otherwise, what if a character had already spent an action point that encounter? Remember, every class, race, and power breaks the rules in some way. It's exception based design, after all.

A quarry is unlikely to know that it is being hunted, but a curse seems more like an "in your face" kinda thing. just my opinion.

tell us, is this fellow anti-4e? Is he acting this way because he really doesn't want to play? Would he have tried the same tactics in 3.x?

The rules also don't say "Using an implement". When A pactblade is being used as an implement, it is not a weapon. That's why rods can't be used as weapons, to stop people from trying to stack things that should not be.

And this is just a cheap attempt to get around he rules. People love to bend them, to fit their own needs. Holding a dagger is NOT the same as using it. You could get your sneak attack by stabbing with it, because stabbing with it is what the rules mean when they say you are "using" or...

You can not sneak attack with a long sword or ANY heavy blade. If you are wielding the dagger, the attack is made with the dagger. Holding it in your off hand while attacking with your primary is NOT wielding it. Sorry, but looking for loopholes in these rules really gets my goat.
