    It depends on your DM more than anything. If your DM is a hardass and says "You have to interrupt me before I tell you what the damage is," then that is what you have to do. If your DM is more lenient, he will probably let you interrupt any time before it's the next monster/player's action...

    If additional load time can be accounted for even using a Crossbow (load minor), I think the intent was it would work for daggers too (draw minor). This doesn't have to make any kind of sense, it's a Daily Power. Physics can be broken.
